Permit for building and renovation: a clear step-by-step plan

Check both the spatial and technical side of the building plan for your address. The outcome may differ per location and procedure.

The short answer

Check both the spatial and technical side of the building plan for your address. The outcome may differ per location and procedure.

Architectural drawings on a computer screen

1. Describe all proposed alterations

Write down what changes in location, dimensions, use and supporting structure. Include related parts, such as a facade opening for an extension. Use a sketch of the existing and new situation. A permit check for only a skylight does not provide an answer about a simultaneous roof construction. Keep the description consistent in your discussions with the designer, structural engineer and municipality.

2. Check both aspects of the building rules

IPLO distinguishes between the technical construction activity and the environmental plan activity of construction works. The technical part is about construction quality, such as structural safety. The spatial part concerns, among other things, the location, dimensions and local rules. An outcome for one part does not automatically decide the other. Therefore, go into it Omgevingsloket (Dutch permit portal) of the entire activity at the right address and discuss an unclear outcome with the municipality.

3. Gather the relevant documents

Ask which drawings, calculations and other documents are required for your specific procedure. Create a document list with responsible party and schedule. Check if the existing condition is sufficiently known. Indicate which documents are provisional and which are final. One constructieberekening substantiates a technical part of the plan; it is not a permit decision in itself and does not replace the application.

4. Clarify any additional requirements

In addition to the government procedure, agreements with the owner, landlord, homeowners' association or other parties involved may be relevant. Keep those permissions and contractual agreements recognizable in the file. An agreement from another party does not answer all government rules and vice versa. In case of special features, such as a monument or a shared supporting structure, request project-specific explanation from the competent party in a timely manner.

5. Check before start

Have it determined which permits, notifications, information and any conditions apply to your project and what must be arranged before the start. Check whether the implementation design corresponds to the submitted or assessed documents. Have a change in height, layout or construction readjusted. Save decisions, correspondence and current drawings together, so that it is clear during construction which situation is being implemented.

Your preparation in four steps

  1. Describe all activities at the correct address
  2. Complete the current Permit Check
  3. Coordinate required documents and permissions
  4. Check conditions and changes before starting

Frequently asked questions on this topic

Is permit-free also regulation-free?

No. The absence of a permit requirement does not mean that all substantive rules expire. Check the requirements for your specific activity.

Is removing a load-bearing wall always without a permit?

Do not use a general assumption for this. Check the activity and situation via the Environment Desk and discuss any doubts with the municipality.

Does the structural calculation regulate my permit?

No. The calculation is a document within the preparation or procedure. Arrange separately who will take care of the application and other documents.
